Tion Randell Bates turned himself in at police headquarters Wednesday afternoon in downtown Richmond. He made no statement to police.
Bates is charged with murder and using a firearm in a felony in the death of 23-year-old Keith Lamont Brunson. Brunson died in Sunday shooting that also wounded two others.
