UPDATE from the Richmond Police Department:
The driver of the dump truck has been charged with disregarding a red light and reckless driving.
His name is Everette Leroy Hope, Chapel Hill Road, Goochland, VA – 45 years old.
The ramp is now re-opened.

A dump truck overturned in a crash in downtown Richmond Friday morning, blocking an on-ramp to the Downtown Expressway.
Police said a dump truck crashed into another vehicle then overturned just before noon at the intersection of 7th and Canal Streets. The dump truck lost most of its load of rocks.
It is unclear if anyone was injured in the crash. Charges are pending against the dump truck driver.
