UPDATE from the Chesterfield County Police Department:
CHESTERFIELD COUNTY, VA – Police have arrested one man and are seeking another in connection with a fatal shooting that occurred in the 3400 block of Boisseau Street on Tuesday, April 17.
On Wednesday, April 18, police arrested Artarrius Jamarr Stepter, of the 20500 block of Foundation Place, on a charge of brandishing a firearm in relation to the incident. Stepter, 20, is a student at Virginia State University.
Chesterfield police have obtained warrants for Ryan Christopher Simms, of the 20500 block of Foundation Place, for murder, felonious assault and use of a firearm in the commission of a felony. Simms, 19, is about 5 feet 7 inches tall and weighs about 140 pounds. He has brown hair and brown eyes. Simms is also a Virginia State University student.
Simms is considered armed and dangerous, and anyone with information about his whereabouts should contact Chesterfield police at 804-748-1251 or Crime Solvers at 804-748-0660 or text the code tip699 with the tip and send to 274637 (CRIMES).
UPDATE: Chesterfield Police have released the victim of the man who died after being shot near VSU Tuesday.
Tyrail W. Hughes, 20, died from gun shot wounds Tuesday evening. VSU officials said Hughes was neither a student nor an employee of the university.

One person is dead and another injured after a shooting near the campus of Virginia State University in Chesterfield County.
Police responded to the 3400 block of Boisseau Street just after 4 p.m. Tuesday for reports of a shooting. On scene, police discovered one victim who had a gun shot wound to his foot.
A second victim was being transported to the hospital by a citizen when their vehicle crashed. That victim was then transported to Southside Regional Medical Center, where he died from his gun shot wounds.
Neither victim's identity has been released by police. Police continue their investigation into this incident.
