RICHMOND, VA—The former Norrell Elementary School building will open as a preschool center Monday.
The decision to reopen the building comes amid some parent's concerns that the school's location is a health hazard.
The group Parents for Life is expected to pretest outside the school, saying the building should remain closed because of concerns over mold, carbon dioxide and methane gas.
The Richmond City School board announced they conducted tests and investigations which showed the building is safe.
