Fredericksburg, VA—After inappropriately touching an underage girl, a man crashed a scooter he was driving into a car and then fled the scene.
A 15-year-old girl was standing outside the Central Rappahannock Regional Library in Fredericksburg at 1:00 PM on Sunday, September 16. The girl told police that a man grabbed her buttocks as she stood with her cousin.
The offender, identified as 31-year-old James Leon Brown of Fredericksburg, then jumped on a scooter and fled onto Caroline Street. He crashed the scooter into the side of a Honda Accord which was stopped in the roadway.
Brown then proceeded to get back on the scooter, and flee the scene, driving the wrong way down Caroline Street.
While the driver of the Accord was not injured, both right-side doors and the right rear tire of the car sustained significant damage.
A witness to the crash contacted police on Monday with valuable information about the incident. Shortly thereafter, Brown was arrested and charged with Hit and Run to An Occupied Vehicle and Operating a Motorized Vehicle after having his license revoked on DUI related charges.
The juvenile assault victim later identified Brown as the offender in a photo line-up, and Brown was additionally charged with Misdemeanor Sexual Battery.
Brown is incarcerated at the Rappahannock Regional Jail, under a $2500 secured bond.
