HENRICO, VA—Panhandlers are no longer allowed in medians in Henrico County.
Henrico's Board of Supervisors voted Tuesday to eliminate panhandling in the medians, effective immediately.
A loophole in the previous ordinance allowed panhandlers to solicit money as long as they were sitting.
"The potential for accident that results in property damage, injury or potentially death, is elevated with individuals occupying intersections in the manner in which we are beginning to observe," said Henrico Police Chief Doug Middleton.
Those who opposed the ban on panhandling in the median argued the move would violate the first amendment.
