Henrico, VA—A week
after Henrico County supervisors voted to prohibit all
panhandling on medians, a man is planning to file a lawsuit against the county
over the issue.
Robert Reynolds asked a federal court Wednesday morning to waive a fee he
needs to pay, in order to file a lawsuit against Henrico County.
Reynolds says the new law against panhandling violates his freedom of
speech. He has been an outspoken opponent of the ordinance since it came before
the Board of Supervisors.
