RICHMOND, Va. (AP) - The Virginia State Crime Commission is set to make some recommendations for the 2013 General Assembly.
The panel is scheduled to vote on its legislative agenda at its final meeting of the year Wednesday in Richmond.
Among the possible proposals are tougher penalties for illegal cigarette trafficking, texting while driving and financial crimes against incapacitated adults.
Draft legislation also will be considered to allow collection of biological evidence in sexual assault cases when the victim is unable to give consent.
The commission also may consider a proposal to strengthen the state's police officer decertification law.
