Police tell media outlets that the 10-year-old pit bull, named Batman, had severe heart and lung disease. Batman also might have had diabetes.
Police say hypothermia's possible role in the dog's death is inconclusive.
Overnight temperatures were in the lower 20s when the dog was left in an outdoor play area at the Virginia Beach Animal Care and Adoption Center on Feb. 17.
A volunteer found the dog around 11 a.m. the next day. Two shelter employees tried to revive Batman but he was pronounced dead.
Police are investigating the shelter's policies and procedures to determine whether they were followed and whether they should be changed.
