Will Traffic Circles Help Slow Down Church Hill Speeders?

Richmond, VA—Church Hill residents are wondering if traffic circles and a roundabout would impact their area, and, most importantly, if they would help slow down speeding drivers.

A plan was presented at a Church Hill Central Civic Association meeting held on April 1 by Tom Flynn, a City of Richmond transportation engineer.

In the plan, a roundabout would be built at 25th Street and Nine Mile Road. Flynn said that a contract for this project may be issued as early as December 2013. Flynn added that electrical and water connections will be added, so that a fountain could be added to it later.

In last week's meeting, members debated several ideas about how to get speeding drivers to slow down.

The group discussed possible new traffic circles at Chimborazo and N, down the M Street corridor, along Jefferson Street and at the intersection of 33rd and Broad Streets.

During the course of the debate, some citizens questioned how effective the traffic circles would be, if drivers do not understand how to yield and use them properly.

Church Hill resident Alfred Ochs has lived in the area for more than 30 years, and says some of the current roundabouts can be confusing for visitors, and he doesn't believe they slow down traffic.

"'It doesn't slow down traffic. East and West traffic sails right on through and if that's the intended function, then, well, it just goes to a lot of expense without solving any problems."
