Richmond Police Officer Arrested for Indecent Exposure

CHESTERFIELD - A Richmond police officer was arrested earlier this month for allegedly exposing himself in the parking lot at Chesterfield Towne Center.

According to Chesterfield police, a woman in the parking lot saw David Ruland in his vehicle with his genitals exposed on Oct. 7 around 10:45 a.m. Ruland was charged with indecent exposure on Oct. 11.

Gene Lepley, spokesperson for Richmond Police, said Ruland has been placed on administrative leave while they conduct an internal investigation into the matter.

Ruland, who has been an officer with the Richmond Police Department since 2008.
