City Council Denies Captain Buzzy's a Special Use Permit

RICHMOND – Richmond City Council voted 5-4 Monday night to deny Captain
Buzzy's Beanery a special use permit to extend its hours and serve wine and
The coffee shop, located at 2623 E. Broad Street is in a neighborhood zoned
as a single-family residential area. This requires shops to have a certain
permit in order to sell food and drinks. The proposed changes would have
extended the coffee shop hours by one hour, keeping the shop until 10 p.m.
instead of 9 p.m.
Both sides of this controversial issue spoke for about an hour prior to the vote. Topics ranged from issues with
noise control and parking to promoting local business.
Captain Buzzy's has operated from this location since June 2003.
