RICHMOND (WRIC)—The Richmond Police Department has identified a person of interest in Friday's homicide on Mandalay Drive.
Detectives believe 23-year-old Lionel M. Carter III, of the 600 block of Westover Hills Boulevard, may have information about the fatal shooting of 19-year-old Kadijah N. Stewart, of the 700 block of Luton Lane. Stewart was found dead in a car outside the Manchester Lake Apartments on the 2200 block of Mandalay Drive just before 2 a.m. on Jan. 31. Police do not believe this is a random act of violence.
Shortly after the shooting of Ms. Stewart on January 31, 2014, the U.S. Marshals Fugitive Task Force in Richmond adopted the fugitive investigation of Lionel Carter, III, who was already wanted on unrelated felony offenses in the region including Fraud and Use of a Firearm. He was designated as a person of interest in the killing of Stewart by Richmond City PD.
Carter has been detained in DeKalb County, Ga. early Sunday morning, the region's Fugitive Task Force arrested him without incident.
Carter will have an extradition hearing before being transported back to Richmond.
