11 Suspects Indicted on Heroin Trafficking

STAFFORD COUNTY, Va. (WRIC) - Eleven people were charged on Monday, March 24 in connection with heroin trafficking in the Stafford area.

The following people were indicted by a Stafford County Grand Jury:

Anthony Pakchanian, 23
Jeannine Scenters, 40
Jimmy Mills Jr., 34
Cynthia Louise Miller, 48
Daniel Ringler, 21
Cory Waters, 20
James Anthony Cox, 25
James Beverly, 32
Jason Matthew Monroe, 22
Robert James Ruff, 20
Malcom Wayne Moore, 42

Suspects Jimmy Mills, Cory Waters and James Cox are still at large.

The Sheriff's office began its investigation in December 2013 after seeing 12 deaths from heroin overdoses in the past 12 months.
