BETHESDA, Md., May 6, 2014 /PRNewswire/ -- Pakistan Telecommunication Authority (PTA) recently concluded its first-ever electronic auction for spectrum, raising $1.13 billion and bringing Pakistan at par with its neighbors in 3G/4G mobile coverage. Computech, Inc., a world leader in spectrum auction software, conducted the auction of spectrum in the 2100MHz band using its platform, CAP+, hosted using Amazon Web Services (AWS). The rich set of services offered by AWS enabled Computech to meet the availability, fault tolerance and security demanded by this critically important and high profile auction.

PTA was under significant pressure and public scrutiny to conduct the auction. PTA had to determine a band plan, qualify and provision bidders, conduct mock auctions, and then conduct the live auction by the end of April. A fair and transparent auction was critical. In addition, the auction plan had to mitigate unstable local power and telecommunications service, and protect against potential cyber attacks determined to destabilize the auction.

Since 2010, Computech has delivered a number of spectrum auctions for international regulators and bidders, raising billions of dollars and allocating spectrum to meet increasing mobile demand. Computech chose AWS as the hosting platform, as it has since 2010, because the flexibility, robustness and security features enabled meeting the PTA's stringent requirements - in just six weeks from initial engagement to auction conclusion.  

Computech's CAP+ is a template-driven, configurable software platform, supporting numerous complex auction designs out-of-the-box. In less than an hour, Computech was able to instantiate a verified, pre-configured base image from Amazon Machine Images (AMI) stored on Amazon Simple Storage Service (Amazon S3). CAP+ leveraged Elastic Load Balancer (ELB), Amazon Elastic Block Store (Amazon EBS), Elastic IP Addresses (EIP), and multiple Availability Zones for redundancy, scaling disaster recovery and Amazon Elastic Compute Cloud (Amazon EC2). AWS security features were critical to address the extremely sensitive nature of the bidding activity and protection of bidders' sensitive data. As importantly, AWS security was key to allay concerns about the potential for cyber attacks to derail this important national initiative.

Auction Technologies, Inc. (ATI), Computech's auction design partner, supported PTA in band planning, policy and onsite auction conduct. ATI worked with PTA to select an appropriate auction design. CAP+ supported the design out-of-the-box, and within days of the decision on the auction format, PTA was able to validate the design in the software. ATI's expert auction theorists provided live auctioneer support and guidance to PTA during the auction and conducted post-auction analysis.

Computech's CAP+ is an online auctions platform that supports allocating products whose value cannot be explicitly determined. CAP+ is used to run high stakes auctions for regulators and bidders globally.
