The Chesterfield County Police Department is seeking the public’s help in identifying and locating a man who allegedly used his cell phone to film a woman without her consent at a Target store in Chester last month.

Around 9:40 a.m. on Tuesday, April 1, the victim was in a fitting room at the Target at 2530 Weir Road when she saw a hand holding a cell phone under the stall door. The suspect walked away and exited the store after the victim opened the door and confronted him.

The suspect is a black male with brown eyes, black hair and a medium complexion. He is roughly 23-27 years old and approximately 5 feet 11 inches tall. The suspect wore a gray jacket and blue jeans at the time of the incident. He is believed to be driving a black, four-door car that is believed to be a 2000-2007 Chevrolet Monte Carlo.

Tamara Spencer says she was shocked to learn this had happened in the dressing rooms she visits often.

"It's kind of scary," she says. "It makes you want to look twice and think twice. I'm going to say 'watch out women.'"

"It's scary knowing that this could happen to anybody and you can be very unaware of it," says shopper Erin Haas.

Anyone with information regarding the suspect’s identity or whereabouts is asked to call the Chesterfield County Police Department at 804-748-1251 or contact Chesterfield County/Colonial Heights Crime Solvers by calling 804-748-0660 or texting “WATSON” followed by the tip to 274637. A cash reward of up to $1,000 is available for tips that help law enforcement.
