An investigation into reports of special treatment for former Richmond Deputy Chief Administrative Officer of Finance Sharon Judkins finds no evidence of wrongdoing.
In May, a letter from the city auditor Umesh Dalal claimed Richmond’s Chief Administrative Officer Bryon Marshall allowed Judkins to get credit for more than 800 hours of unused sick time for her 19 years on the job, at a cost to the city of more than $400,00 in benefits.
“The OIG received a complaint from an anonymous source that the DCAO’s sick leave exceeding 800 hours that were accrued 12 years ago were ‘suspiciously restored at a suspicious time,’’’ Dalal wrote in the report.
But according to an investigation from Richmond’s Commonwealth Attorney Michael Herring, there was no evidence of collusion, conspiracy or fraud by either Marshall or Judkins.
Judkins left her position in City Hall in May.
