Sexual Assault Arrests: Two Arrested In Cold Case In Virginia Beach

Two men have been arrested for a sexual assault that occurred in the city of Virginia Beach in 1986. The case was reopened and the evidence that was collected at the scene was resubmitted to the Forensics State Lab. Through the persistence of the case detective, the members of the Department's Forensics Unit and applying today's technology, two positive DNA matches were made.
Two suspects have been identified and arrested. Evidence was brought to the Office of the Commonwealth Attorney and on August 21, warrants were obtained. With the assistance of the Portsmouth Police Department, one suspect was arrested on August 21, 2014. The second suspect was arrested in the early morning hours of August 22, 2014 in Virginia Beach.
The suspects have been identified as Clarence Carvell Speller, 50, of Portsmouth and Charles Williams Jr, 49, of Virginia Beach. Both have been charged with one count of Rape and are being held at the Virginia Beach Correctional Center without bond.
These cases remain under investigation by the Department's Cold Case Unit, with Detective Angela Curran as the lead investigator.
