New Zealand man indicted for child porn, kidnapping in case involving Goochland minor

RICHMOND, Va. (WRIC) — A federal grand jury indicted a New Zealand man, Troy George Skinner, on Wednesday for kidnapping and child pornography involving a Goochland minor.

In June, Skinner allegedly attempted to break into the Goochland home of a teen he was communicating with online after traveling from New Zealand. He is accused of “unlawfully and willfully” trying to kidnap the minor “for ransom or another reason,” the release said. 

He was shot by the girl’s mother and arrested that day.

The indictment against Skinner, 25, alleges he “knowingly used a minor child living in Goochland, Virginia to produce two videos of child pornography and two image files of child pornography,” a release from the Department of Justice said.

The release says the alleged acts took place on four separate occasions in February and March 2018.

Skinner is being charged with four counts of producing child pornography and a count of kidnapping and attempted kidnapping.

If Skinner is convicted of producing child porn, he will face a mandatory minimum of 15 years in prison, the DOJ’s release said.

If he is found guilty for kidnapping or attempted kidnapping, the sentence could be between 25 years to life in prison.

A federal judge will decide Skinner’s sentence after looking into U.S. Sentencing guidelines and other factors.
